Harden microgrid state validation and CI - #1

Summary:

• reject initial SOC outside configured controller limits
• reject non-finite configuration and state values
• add package README metadata and regression tests
• enforce Ruff and update CI actions

Verification:

• 10 tests passed
• Ruff passed
• CLI smoke test passed
• wheel build and diff check passed
